SHARES Lecture: ‘Shared responsibility between member states and the United Nations’, by Vera Gowlland-Debbas
On Wednesday 22 May 2013, Emeritus Professor Vera Gowlland-Debbas will give a lecture entitled: ‘Shared responsibility between member states and the United Nations’.
Professor Gowlland-Debbas is Emeritus Professor of public international law at the Graduate Institute of International and Development Studies in Geneva, and visiting Professor at University College London. She has been a visiting fellow at numerous universities, including at the University of Oxford and the University of California, Berkeley.
She taught at the Hague Academy of International Law and has published extensively on public international law, e.g. on United Nations law, Security Council sanctions, treaty law, human rights law, refugee law, state responsibility and the responsibility of international organisations.

Professor Gowlland-Debbas acted as counsel for the Arab League in the Advisory Opinion on the Legal Consequences of the Construction of a Wall in the Occupied Palestinian Territory before the ICJ in 2004, and has advised governments, law firms and institutions. She has also contributed as an expert to the work of international organisations, including UNHCR, WHO and UNODC.
She serves on the advisory councils and editorial boards of several law journals and institutions, and is a Member of the Assembly of the International Institute of Human Rights, Strasbourg. She has been an active member of various international law societies, including being a founding member of the European Society of International Law, and member of ILA committees/study groups.
